New Account Opening (NAO) is a decision type in Control that evaluates customer information at sign-up to prevent sign-up fraud. NAO is designed for online businesses like online retail, online gaming, social media, and streaming networks.
Examples of sign-up fraud include:
- Trial abuse
- Promotion abuse
- Social network abuse
- Account creation for credit card stuffing
- Review abuse or “ballot stuffing”
- Geofencing (digital rights, OFAC, etc.)
At the time of sign-up, the online business collects customer information (name, email address, phone number, and physical address) and then sends the form information to the NAO API. The Kount device collection receives the customer information. The customer information is used to identify risk associated with the new sign-up. Depending on the online businesses risk threshold, the new account opening will succeed, fail, or be challenged.

- IP and network signals
- Geolocation
Segments and Policies
When using Control for both Login and NAO, policies and segments need to be assigned to an event type: Login, New Account Opening, or Both. When the outcome manager evaluates an incoming decision, only the segments and policies designated for the decision type are evaluated.
Creating a Segment or Policy with NAO
- Sign in to Control.
- Select Decision Manager

- Select the Event Type.
- Select Segments or Policies.
- Select Create Segment or Create Policy.
- Create a name and description (optional), assign tags (optional), assign a profile (when creating a policy), and then create one or more conditions.
Note: Conditions are dependent on the type of event selected. Only applicable conditions are visible and selectable after choosing an event type. Refer to Control Segment and Policy Conditions for a list of conditions, operators, and use cases. - Select Save Segment or Save Policy.
Event Types
Login: Policies that are flagged as Login or Both can be applied to the segment.
New Account Opening: Policies that are flagged as New Account Opening or Both can be applied to the segment.
Both: Policies that are flagged as New Account Opening, or Login or Both can be applied to the segment.
Profile choice
When a Login or New Account Opening event is sent to Control, the outcome manager must decide which profile is chosen so that the policies assigned to the profile (policy set) can run.
Segments are evaluated in order. Only segments that have the assigned event type are evaluated. If the event type is New Account Opening, Outcome Manager evaluates the first profile of type New Account Opening or Both and continues through all segments that have that event type. If no segments of the specified event type evaluate as true, then the default profile is chosen, and all policies assigned to default with an event type New Account Opening are evaluated.
