The Device Data Collector collects a lot of valuable information from the device when the order is placed. Some of this information includes:

Device language as set by the device owner

Whether or not a proxy is in use

Whether or not cookies are enabled

Whether the device is a mobile device
When this information is not collected, it limits our insight about the device placing the order and reduces the number of attributes run through the scoring algorithm.
