To effectively save edits to a Rule, the rule must be saved, as well as the Rule Set containing the rule. Best practice is to name the Rule and the Rule Set in a way that corresponds with recent edits.
Ensure that you are looking at the correct Rule Set. You might have saved the Rule under a different Rule Set which is not active but you are looking for that rule under the current active Rule Set.
When you're ready to have the new rule(s) and/or Rule Set take effect with live orders, click the Activate Rule Set link on the left sidebar.
